Thankyou for your question on Tournament Chip stacks.

In small tournament chip stack tournaments (such as $2k,$3K and $5K, you are correct in stating 8 is the usual starting stack of $25.)

However in $10K plus starting stacks (dependant upon initial blind structure) I have always used the following-

The starting stack of $15,000 for the Western Classic MAIN EVENT should consist of :

20 * $25
20 * $100
5 * $500
5 * $1000
1 * $5000

For ease of Tournament management and speed of the game in relation to all-ins I feel the introduction of the $5K chip at the start rather than an extra 5 * $1K chips was a more effective solution given that you have extra lower denomination chips already in play.
