Packer was a tightarse.He probably didn't want to give his "friend" a loan so he put the onus on the casino.He probably told the casino not to give the guy money ,when the guy was not looking.

If he wanted the guy to have play money why didn't he just give him some of his own chips.
You have to read between the lines.
