Pretty sure advertising someone else's affiliate program on a site that makes it's money as an affiliate is probably not gunna fly ...

Well first off, you are going to have to move outside of America, because thanks to the new gambling law that Frist shoved into an anti terror bill, you will become an outlaw. In fact if you get involved in an online gambling site in America, you will be arrested. If you move abroad to a country where gambling sites are legal, you can never come home again. Even visiting America as an owner of an online gambling site will make you subject to arrest.
Assuming you are willing to become an outlaw, you will need several hundred thousand dollars. You will need an office, some servers, and a team of programmers to build the site for you and write all the software. Then once you have created the infrastructure you will need to spend several hundred thousand dollars on advertising to add some credibility to your site, or no one will give you money.
Realistically you are going to need about one million dollars to start one of these sites and compete with any of the major and well established sites.
