No real answer but i read an article a little while ago that indicated that UTG you should charge a premium for people to make a decision on.

The assertion was that pretty much your only playing a small range of hands UTG. So given that people already have a pretty clear understanding that you are playing a small range, premium charge them to outdraw you.

on this basis I figure that a 5xbb raise UTG is pretty standard for the entire range of UTG hands for OP.

is that a fair assumption?

No, 5x is not standard.
