I'd mostly raise/sometimes call flop, call turn, spew call river. I mean, fold river.

Not sure why you'd raise the river. Is that a bluff? If you are thinking he's mindlessly betting Kh or Qh, that kind of goes out the window when his river bet is more than 2x his turn bet. If he was just trying to see a cheap showdown it'd be smaller. More importantly, he isn't calling with hands you beat unless he thinks you are an utter spaz.

As played fold river unless you have some sick metagame going on with villain that means he's bluffing or whatever. Don't raise river when all better hands can shove and all worse hands (except maybe Kh or Qh if hes a station) will fold.
