Whoever told you that was 100% wrong. If you are unsure of a ruling ask for the tournament director, even if you aren't in it yet, it can't hurt.

Your right it doesn't say it anywhere, but i just spoke to the poker room and im am now 100% that you don't have to play either flight 1 or 2 to be able to play flight 3.

They scrapped that rule last year from memory and just assumed it is the norm now, which it seems to be.
