Interesting tournament decision here: http://uk.pokernews.com/news/2006/4/...nt-rulings.htm.Is this part of standard TDA rules? Would the same decision result at Crown or elsewhere in Australia?

Unless Carmen Electra calls for an emergency titty fuck, don't answer.
There is no TDA rule that I am aware of that covers this situation. The rules and procedures for poker at Crown would have resulted in the same decision. The players hand is always dead if there has been action. If he brings it to the attention of the floor before placing any chips into the pot then he would lose nothing other than his cards. If the player brings it to the attention of the floor after acting on their hand then they forfeit all monies put into the pot. If however this was noticed prior to two or more players acting, the hand would be declared a misdeal.
This is of course unless rules have changed since my leaving Crown. :-)
speaking of rulings, i thought i saw a player expose their hand at the final table last night when they mucked, with action still pending, but no one said anything about it.
