Is shoving 28BB the best play here?

I would usually just complete pre-flop with this type of hand, but I am trying to add more aggression to my game.
1. Is raising Q9o preflop too spewy blind vs blind (early on in the tourney)
2. With straight possible and flush draw should I be checkraising the turn?
In a SNG I would have most likely just folded on the turn as there are few river cards that I would be comfortable with.
