There are people who should clearly be in teams regardless of whether or not they have had a 'recent result' or not. For instance, I think Joe Hachem could not cash in another tournament for the rest of his life and still have the right to be selected in the Victorian team, similarly a guy like Billy the Croc, a hall of famer, has more claims to selection than a player who might snare a win in an obscure leg of an ANZPT a week before the State of Origin and has no other results to his/her name.

I agree with that, and there should be no hard and fast rule about it. Again it should be entirely up to the captains. Hopefully a captain is chosen who has some common sense. If the captain acknowledges the achievements of HOF'ers and wants to include them that's fine. I would also. But I also have no problem if a captain thinks that Joe Hachem or Billy the Croc (just using your examples) are no longer the best choice for the team/format. It's the captain's call. If the team is unhappy with that call then make a submission for a different choice of captain for next year.
For most teams there will be a core group of 4-6 players who will almost pick themselves. When referring to recent results, I would personally favour that simply for the last few places on the team.
The farce of SA three years ago (and arguably QLD last year) was only because the wrong captain was chosen. But if South Australia wants to keep picking donkeys like Obst, Graham and Karamalikis then good luck to them.
Choose the right captains and the rest will take care of itself.
